Alright, I managed to install 1.0.3.8 using `ssu` and `zypper`. I still have the same issues as before, but at least now I know how to stay up to date despite the lack of Wifi/3G connexion !

It does, I can restart the update, but it still doesn't update anything. I went for a factory reset, like some people suggest in the comments. It might be a day or two before I can enable developer mode.
